R E S O L U T I O N (document from ??-???-20??) 1. According to the Russian official information, during the military conflict in South Ossetia, there were lost more than 2000 people. Less than hundred of them were confirmed to be Russian or Ossetian. This indicates that more than 1900 Georgian citizen were lost as result of the conflict. Taking into account the smallness of Georgian population in South Ossetia, such huge lost should be qualified as genicide against Georgian nation. While the most powerful military forces in the region belong to the Russian Federation, the government of the Russian Federation is responsible for the deaths of thousands of people. This quilt is even more grave, taking into account that the most of victims were civilians. 2. Taking into the genocide of Georgian people at the South Ossetia, supported by the troops of the Russian federation, the self-declaration of South Ossetia is illegal and cannot be accepted by the countries of the United Nations. South Ossetia remains part of Georgia, temporaly occupied with troops of Russian Federation. Such occupation contradicts norms of the international law. The troops of Russian Federation should be withdrawn from all territory of Georgia within 10 days since the publication of this resolution. All Russian military units that still remain at the territory of Georgia after the and of the 10-day period are subject to extermination by the military forces of Organzation of United Nation. 3. For the reasons of security, taking into account the extended interpretation by the government of the Russian Federation of the right of defense of Russian citizen outside of territory of Russian federation, all Russian citizen should be evacuated from the territory of South Ossetia within 10 days since publication of this resolution. All Russian civilians that still remain at the territory of Georgia without appropriate Georigian visa are subject to forced deportation. The return of Russian Citizen to the territory of South Ossetia is possible only upon obtaining of Gerogian visa according to international laws. 4. In the case of delay with realization of paragraphs 2 and 3 of this resolution, the economic sanctions should be applied to Russia. All products of export from Russia are subject to additional 10% taxation, which should be deposited for the account of Organization of United Nation and used to pay the expenses related with extermination of Russian military forces at the territory of Georgia and deportation of Russian citizen which have not yet obtained the valid Georgian visa, that allow them to stay at the territory of Georgia. 5. In the case of delay with realization of paragraphs 2 and 3 of this resolution, all the bank accounts of all officials of Russian Federation in countries of United Nations should be frozen until the last Russian citizen without valid Georgian entry visa leaves the country.
